EXPLANATION OF UTILITY FEES
The Solid Waste fee is based on the size of your garbage cart and is collected to fund the costs of operations, maintenance and capital equipment purchases necessary for the collection of garbage, recycled materials, yard waste and bulky waste. Those costs include: personnel, maintenance, vehicle replacement and tipping fees at the Scott Area Landfill and Recycling Center.
The Sanitary Sewer fee is based on water usage and is collected to fund the costs of operations and infrastructure improvement projects necessary for the collection and conveyance of sewage to the Waste Water Treatment Plant in Davenport. Costs include: personnel, maintenance, vehicles and equipment, infrastructure projects and Bettendorf’s proportionate share of the costs to operate and maintain the Waste Water Treatment Plant. If you water your lawn, have a swimming pool or use outside water, you may be interested in Bettendorf’s Sewer Credit Program. The City of Bettendorf has a Municipal Separate Storm Sewer System (MS4) Permit that is administered through the lowa Department of Natural Resources (IDNR). This permit requires the City to develop storm water management programs that address reduction of storm water discharges and pollutants to the maximum extent possible. The Storm Water fee is based on the equivalent runoff unit (ERU) of your property. ERU is a measurement of the impervious areas of the property. Storm water from impervious areas finds its way to the City’s storm sewer system as well as several creeks and streams throughout the City. The Storm Water fee is collected to fund the costs associated with the management of storm water runoff throughout the City. The costs associated with storm water management include: personnel, maintenance, vehicles and equipment and infrastructure improvement projects as well as six controls outlined in the permit.

Effective April 1, 2022, any new Solid Waste accounts will be serviced with either a 64-gallon or a 96-gallon container only.
Effective April 2, 2024, the 32-gallon every other week service has phased out, all 32-gallon carts will be collected weekly and charged the weekly service rate.
If you currently have 32-gallon service, you will be able to continue this service and pay the monthly fees accordingly. However, if you move within the city, or your container is lost, stolen, or damaged, you will be given a 64-gallon or 96-gallon container. Residents will be responsible to pay the monthly service for this size of container moving forward.
