The City of Bettendorf employs approximately 475 people. The many departments provide a wide variety of community service opportunities such as police and fire protection, park and recreation, community development, economic development, museum, library, public works and administration.

The Bettendorf Human Resources Director provides support to each department in a day to day operational role and a more strategic global role. The day to day functions include recruitment and selection; on-boarding for new employees; benefit administration; management of workers' compensation; policy development; administration of performance appraisal system; investigation and solving of employee grievances; and administration of four union contracts.


Staff Information:

Kathleen Richlen, Human Resources Director, has served the employees and citizens of Bettendorf since October, 2005. She is originally from Toledo, Ohio and moved to the Quad Cities in 1993. She possesses a Bachelor's Degree in Administrative Management graduating from Bowling Green State University in Bowling Green, Ohio.

Kathleen is married and has two children. Kathleen and her husband, Don, reside in Bettendorf.

Kathleen believes in the community she lives in and gets involved in various organizations. She has been involved in Junior Achievement in the classrooms and currently involved in United Way of the Quad Cities.  Kathleen is currently a board member for the Iowa Health Buyer’s Alliance and Quad City Arts.

Brooke Sweeney-Adrian, Human Resources Generalist, started with the City of Bettendorf in October, 2016.  Brooke started her human resources career at a recruiting and manufacturing firm prior to joining the Bettendorf HR Team.  She possesses a Bachelor’s of Arts in Communications and Intercultural Studies from Elmhurst University and holds her Professional in Human Resources Certificate from the HR Certification Institute.

As a Quad City native, Brooke is dedicated to the flourishing of our community. She serves as the Board Secretary on the Quad Cities HEARTSafe Coalition, is a stakeholder of the Worksite Wellness Group of the Quad City Health Initiative, and serves on the Finance and Personnel Committee of Heritage Church. She was also a volunteer support staff and trainer for the Esperanza Legal Assistance Center.

Brooke is married and has three children. She and her family reside in Bettendorf. You may see them out all over the Quad Cities enjoying the QC Trails running or biking.

Jody Matje, Human Resources/Legal Administrative Assistance, joined the City of Bettendorf team in August, 2014. She grew up in Davenport and moved to Bettendorf, where she has resided for the last 35 years.

Jody attended Commonwealth Business College and Scott Community College. She is involved in many city activities that keep her in touch with the community throughout the year including 4th of July festivities, City Hall Trick or Treat, the Halloween parade, Bettendorf in Bloom and United Way Day of Caring and Festival of Trees Parade.

Jody has an adult son and is very proud to live and work in this community.

The Human Resources Office is open Monday through Friday from 8:00 a.m. until 5:00 p.m. and closed on the holidays. The Human Resources Office is currently located in City Hall.
