The City of Bettendorf employs approximately 300 people. The many departments provide a wide variety of community service opportunities such as police and fire protection, park and recreation, community development, economic development, museum, library, public works and administration.


The Bettendorf Human Resources Director provides support to each department in a day to day operational role and a more strategic global role. The day to day functions include recruitment and selection; orientation for new employees; benefit administration; management of workers' compensation; policy development; administration of performance appraisal system; investigation and solving of employee grievances; and administration of four union contracts.

Kathleen Richlen, Human Resources Director, has served the employees and citizens of Bettendorf since October, 2005. She is originally from Toledo, Ohio and moved to the Quad Cities in 1993. She possesses a Bachelor's Degree in Administrative Management graduating from Bowling Green State University in Bowling Green, Ohio.

Kathleen is married and has two children. Kathleen and her husband, Don, reside in Bettendorf.

Kathleen believes in the community she lives in and gets involved in various organizations. She has been involved in Junior Achievement in the classrooms and currently involved in United Way of the Quad Cities.

Kathleen is currently a board member for the Iowa Public Employee Labor Relations Board of Iowa, as well as Iowa Health Buyer's Alliance.

The Human Resources Office is open Monday through Friday from 8:00 a.m. until 5:00 p.m. and closed on the holidays. The Human Resources Office is currently located in City Hall.
