On Monday, August 19, at approximately 6:21 p.m., Bettendorf Police Department was notified by Illinois Law Enforcement Authorities that wanted person Richard Felton was possibly in the vicinity of Bettendorf. Felton was wanted for Attempted Murder and Aggravated Battery with a Firearm issued out of LaSalle County, IL.

At approximately 9:40 p.m., Bettendorf patrol units spotted the suspect vehicle driving in traffic, stopped at a red light at the intersection of 18th Street and State Street driven by a female with Felton as a passenger. A felony traffic stop was conducted and both occupants were secured without incident. The passenger was positively identified as Richard Felton and taken into custody and eventually transported to the Scott County Jail to be extradited back to LaSalle County, IL to face charges.

Prior to this on Sunday, August 18, the La Salle County (IL) Sheriff's Office responded to a man who had been shot in the face and had fallen from the Sandy Ford Bridge east of Leonore, IL.

Jeremy Wade, 28, of Grand Ridge, IL, was taken to St. Mary's Hospital in Streator, IL by Grand Ridge ambulance after the call at 11:02 p.m. He was later transferred to OSF St. Francis Hospital in Peoria where he remains in critical condition.

Wade told deputies he had met another man, later identified as Richard M. Felton, 28, of Tonica, IL. Wade said Felton shot him in the face and Wade then fell from the bridge into the Vermilion River. Wade was able to crawl out of the river and make his way to a nearby farm and sheriff's deputies were notified.

Through subsequent investigation by the Sheriff's office and Ottawa Police, Streator Police, La Salle Police, and the La Salle County State's Attorney's Office, an arrest warrant had been issued for Felton's arrest for the charge of attempted murder and aggravated battery with a firearm. Both are Class X felonies.

Details concerning the case should to be directed to LaSalle County Sheriff's Office.
